Policy Forum, in partnership with WAJIBU - Institute of Public Accountability, is implementing the Wajibika Kidigitali Project, a one-and-a-half-year initiative (July 2026- December 2027) funded by the Norwegian Ministry of Foreign Affairs through the Royal Norwegian Embassy in Tanzania.
The project seeks to strengthen transparency, inclusive citizen participation and public oversight in the management of public resources through citizen-led social accountability mechanisms and accessible digital tools. It responds to persistent Public Financial Management (PFM) challenges including limited access to understandable public financial information, weak citizen participation in planning and budgeting, corruption risks, inadequate expenditure oversight, weaknesses in local revenue administration and limited public understanding of taxation and domestic resource mobilisation (DRM). These constraints particularly affect women, youth, persons with disabilities and underserved rural communities. Through simplified public financial information, Community Accountability Champions (CACs), Citizen Report Cards (CRCs), accountability dialogues, mobile accountability clinics, media engagement, an AI-powered accountability platform and a WhatsApp chatbot, the project will enable citizens to understand how public resources are raised, allocated, spent and accounted for, thus collective contribute to improved public resource management.
