Policy Forum
Policy Forum (PF) is a Tanzanian network of over 60 civil society organizations established in 2003. Incorporated as a Non-Governmental Organization (NGO) with registration number NGO/R2/00015, PF is committed to amplifying the voices of ordinary citizens to influence policies that promote poverty reduction, equity, and democratization. The forum focuses specifically on enhancing public money accountability at both central and local levels.

Thomson Reuters Foundation
The Thomson Reuters Foundation (TRF), the charitable arm of Thomson Reuters, is dedicated to advancing media freedom, inclusive economies, and human rights worldwide. Registered in both the UK and the USA, TRF drives systemic change through news, legal assistance, and convening initiatives.

Training Overview

This five-day intensive training will equip 12 selected Tanzanian journalists with the necessary skills to investigate and report on illicit financial flows (IFFs), financial transparency, and accountability. The sessions will cover investigative techniques, story development, ethical considerations, and safety measures, ensuring journalists are well-prepared to expose hidden financial activities and contribute to the fight against corruption and tax evasion.

With the support of the Thomson Reuters Foundation, Policy Forum aims to empower journalists to produce impactful stories that raise awareness and drive policy change for sustainable development in Tanzania.

Training Methodology

The training will incorporate a range of interactive learning methods, including:

  • PowerPoint presentations
  • Group discussions
  • Hands-on exercises
  • Multimedia demonstrations
  • Case studies
  • Role-playing simulations
  • Real-world investigative scenarios

Training Duration & Deliverables

The training will take place from 24th – 28th February 2025 in Dodoma, Tanzania. Following the training, the consultant will have 10 working days to submit a comprehensive training report before the final payment is processed.

Expected Outcomes

  • Increased number of skilled journalists capable of reporting on IFFs and influencing policy change.
  • Enhanced public awareness and accountability on financial transparency and tax-related issues.

Application Process

Qualifications

We seek experienced local trainers with strong expertise in Illicit Financial Flows. The ideal candidates should meet the following criteria:

  1. Proposal & Budget – Applicants must submit a detailed proposal and budget outlining their approach to the five-day training.
  2. Relevant Experience – Demonstrated experience in conducting training sessions or workshops related to illicit financial flows, reflected in CVs or application letters.
  3. Previous Training Workshops – Applicants must provide details of their last two training workshops, including topics covered, duration, and target audience.
  4. Regional Work Experience – Preference will be given to candidates with prior experience working within Tanzania or the East African region.
  5. Strong Communication Skills – Applicants should have excellent written and verbal communication skills to effectively engage diverse audiences.
  6. Adaptability – The ability to tailor training methodologies to suit different learning styles and audiences.
  7. Collaboration Skills – Proven ability to work effectively within a team and engage stakeholders constructively.
