Policy Forum (PF) is a non-governmental organization that aims at increasing informed civil society participation in monitoring and influencing policies related to public resources in Tanzania. To raise awareness on systemic policy issues related to Accountability, Extractive Industry, Development, Human Rights, Governance, Gender and Sustainable Development Goals (SDGs) to the community, Policy Forum strategically uses five upcountry community radio stations in Lindi, Mtwara, Iringa, Dodoma and Kahama.

Community radio stations

Five community radio stations were engaged to broadcast 20 radio programmes respectively from May to November 2021. Over the years, the community radio programs have proved to be effective in informing the public on current policies and legislative issues and that communities are more attached to their local media outlets as they feel more involved and targeted in the discussion. The contracted community radio stations are as follows:

Objectives of the program

The overall objective of the radio programmes is to raise awareness and inform the targeted audiences on systemic policy issues and how they impact their communities. Additionally, these programmes are designed to increase public understanding and emphasize the importance of being an active citizen in governance and accountable use of public resources. The community participates in the programmes by contributing to the discussion through phone calls, short text messages and some even participate in interviews.


Policy Forum wishes to engage a Company to conduct an editorial media evaluation of the five community radio stations mentioned which broadcast PF radio programs from May to November 2021.

The Company is expected to:

  1. Monitor transmission of five (5) PF Community Radio Programs aired, this includes how many radio programs were aired.
  2. To provide a report showing how many listeners tuned in to the programs per region
  3. Monitor number of Calls and SMS read per each radio station
  4. Provide portal access with an unlimited number of users. This is an online-based portal that will enable PF to get access to actual footage of the aired program anywhere anytime and 24/7 assistance from an independent account manager.
  5. Provision of a comprehensive analysis based on facts and figures
  6. Provide a comprehensive editorial and audience measurement report which will cover all broadcast programs. The report should cover programs aired from May to November 2021.
