Assessment of TEITA Act since Enactment



POLICY FORUM (PF) is a not-for profit duly incorporated limited liability company having no share capital. It is a dynamic network of 76 civil society organisations seeking to empower Tanzanian citizens to influence greater accountability in public decisions and in the use of public resources.

HakiRasilimali is a platform of Civil Society Organizations (CSOs) incorporated as a non-profit company working on strategic issues around minerals, oil and gas extraction in Tanzania envisaging to become more effective in influencing extractive industries related policies, laws and practices in the country. HakiRasilimali is affiliated to Publish What You Pay (PWYP), a global membership-based coalition of civil society organizations (CSOs) in over forty countries united in their call for an open and accountable extractive sector. HakiRasilimali is also a convener of the CSO- Multi Stakeholder Group in Tanzania EITI; the group consisting of FIVE (5) constituencies –PWYP, interfaith, Gender and Disability, Conventional NGOs and Trade Unions.

On behalf of HakiRasilimali, PF seeks to hire a consultant(s) to assess and document lessons emanating from the initial two years after the enactment of the Tanzania Extractive Industries Transparency & Accountability Act (TEITA Act, 2015). The Act offers a huge opportunity to improve the management of these resources and restore public trust and create a more stable investment climate. What has been achieved? What are the Challenges?

To this end, PF and HakiRasilimali invite bids from reputable consultants to undertake the assessment.


The research questions the proposed study asks are the following:

1. What is the evidence concerning the effectiveness in implementation of the TEITA Act in the governance of natural resources in Tanzania?

2. How has performance been influenced by change agents like civil society organizations or influenced by donor programmes and projects?

3. What are the mediating (explanatory) mechanisms involved in observed performance trends?

4. What underlying factors in the political system and wider society influenced the trends observed?


Policy Forum and HakiRasilimali invite research consultants to bid. The bid should contain the following information:

1. Name of consultant bidding and relevant experience (CV);

2. A brief outline of the researchers’ understanding of the EITI standards and TEITA Act 2015, proposed methodology to undertake the assessment, explaining how the researcher will address the questions listed above;

3. The consultancy fee


The consultants will be responsible for delivering a draft report addressing the above research questions by June 1st, 2018 and a final report by June 14th 2018.
