Board of Directors

Policy Forum has a Board of Directors that reflects the diversity of its members. Board of Directors are drawn from the PF membership. PF Board of Directors meet quarterly to review and provide guidance to PF's Secretariat. The Board of Directors are as follows:

Japhet Makongo| Board Chairperson

Japhet Makongo is the board chairperson of Policy Forum. He is currently the Chief Policy and Planning Advisor at SNV Tanzania. Makongo aims at building a strong network, a network whose voice helps the needs of the citizens and is a catalyst to positive change in performance of various institutions, individuals and the government. Makongo believes for a network to thrive, it needs meaningful and solid participation from its members.

Sophia C. Masuka | Vice Chairperson

Ms. Sophia C. Masuka works with Tanzania Natural Resource Forum (TNRF) as the head of communications and advocacy department with special focus for coordinating partner organizations' advocacy and communication in relation to policy issues and practices on natural resource governance. TNRF is a membership based organization that works to improve governance and accountability in Tanzania’s natural resource sector to achieve more sustainable rural livelihoods and better conservation outcomes.

Semkae Kilonzo| Board Secretary

Semkae Kilonzo began work at Policy Forum in 2007 as the lead responsible for media, communication and advocacy at the network’s secretariat office as part of the organisation’s desire to see policy analysis information widely disseminated to policy makers, civil society and the general public. He has since assumed the role of Coordinator, heading the Secretariat. Semkae, is in the Policy Forum Board as the Board Secretary.

Donati Senzia| Board Member

Donati Senzia is the Coordinator of Participatory Ecological Land Use Management (PELUM ). PELUM Tanzania is mandated to promote ecological land use management for improved livelihoods of smallholder farmers in Tanzania mainland through networking, capacity building, documentation and communication, and advocacy. PELUM Tanzania target groups are the Member Organizations while the beneficiaries are the smallholder farmers and livestock keepers supported by those members. 

Anna Henga| Board Member

Anna Henga is the Executive Director of Legal and Human Rights Center (LHRC). Legal and Human Rights Center is envisioning a just and equitable society. It has a mission of empowering the people of Tanzania, so as to promote, reinforce and safeguard human rights and good governance in the country. The broad objective is to create legal and human rights awareness among the public and in particular the underprivileged section of society through legal and civic education, advocacy linked with legal aid provision, research and human rights monitoring.

Makumba Mwemezi| Board Member

Mwemezi is the Manager of the Research and Policy Analysis Depart at HakiElimu . He joined  the organisation in 2012 as a Programme Manager in the same department. Before joining HakiElimu, Mwemezi worked with Business Times Limited as a Senior Business Journalist and Legal Officer for three years. Mwemezi holds a Post-Graduate Diploma in Legal Studies from The Law School of Tanzania. He also has a Bachelor Degree of Laws (Hons) from Tumaini University, Dar es Salaam.

Moses Kimaro | Board Member

Moses Kimaro is the Program Manager of WAJIBU Institute of Public Accountability (WIPA).WAJIBU Institute of Public Accountability (WIPA) is a recently established institution, founded with the purpose of fostering an environment that supports and promotes public accountability in Tanzania. WAJIBU has a vision of creating and sustaining an accountable society that believes  in accountability and good governance as a collective responsibility.
